Costa Rica gambling licences

In short, from the documents

What does a Costa Rica licence show on this register?

None of the 24 operators on this register cites a Costa Rica licence as its licensing authority, so there is no register entry to check and nothing has lapsed. Costa Rica does not issue gambling licences: a Costa Rican company number identifies an entity and says nothing about supervision.

What the regime is

Costa Rica does not issue gambling licences. Companies incorporate there and obtain a general business permit, which is sometimes presented as a gaming licence but is not one. There is no gambling regulator and no gaming-specific supervision.

What recourse it actually gives you

None specific to gambling. A Costa Rican company number tells you where an entity is registered and nothing about whether its gambling operation is supervised. Treat a Costa Rica reference as corporate information, not as regulatory assurance.

Operators on the register under this jurisdiction

No operator on the register currently sits under this jurisdiction.

How a complaint actually works under this regime

There is no gambling regulator to complain to, so the honest answer is that the recourse route ends at the operator. An operator presenting a Costa Rican data processing licence, company number or general business permit as a gaming licence has given you a company registration and nothing more, and there is no body that supervises how it treats a player.

What remains is ordinary commercial law in a jurisdiction where the player is not resident, against a company the player would have to identify, serve and sue. For the sums involved in a disputed withdrawal this is not a practical route, and describing it as recourse would overstate it.

The one thing a Costa Rican reference does give you is corporate identity. The company number identifies the legal entity behind the site, which is useful when an operator names different companies across its own documents. Treat it as an answer to who, never to whether anyone is supervising them.

What the enforcement record shows

None exists, because there is nothing to enforce. Costa Rica does not issue gambling licences and operates no gaming-specific supervision, so there is no authority with the power to sanction an operator for how it handles a player, no register of decisions, and no status that can change.

This is frequently presented the other way round. A Costa Rican incorporation is displayed in a footer with the visual language of a licence seal, and the wording sometimes cites a data processing permit, which regulates handling of personal data and has no bearing on gambling conduct.

The practical consequence is that a dispute with a Costa Rica-only operator has no second step. The operator is both the first and the last stage of the process, which is exactly the situation a licence is supposed to prevent.

What this licence does not cover

Everything a licence is usually assumed to cover. No conduct supervision, no complaints body, no deposit protection, no dispute resolution and no status a third party can verify.

The register does not treat a Costa Rica reference as evidence of an unlicensed operation either. It is an absence of confirmation, which is a fact about what can be checked and not a finding about the operator.

Where an operator holds a Costa Rican incorporation alongside a licence from an authority that does supervise gambling, the licence is the fact that matters and the incorporation is corporate detail. Where it holds nothing else, there is no supervision to describe.

How to check a licence yourself

Find the licence number in the operator’s footer or terms, then look for it in the issuing authority’s own register instead of trusting the footer. If the authority publishes no queryable register, the licence cannot be confirmed by anyone, including us, and that is worth knowing before you deposit.

A number that does not appear in a register is not proof of anything on its own. Registers go offline, get rebuilt, and sometimes lag renewals by months. What it does mean is that there is no independent confirmation available to you, and no third party to complain to.

The register records which operators hold a licence under this regime and whether it could be found where the authority publishes. The procedure for doing that yourself is in the guide to checking a licence, the operators whose licence was confirmed are on the verified-licence list, and the specific Curacao registry conflict is documented at the Curacao licence status page.
