The wallet register
30 wallets that crypto casino players use, read from their binding terms. 3 of 30 reserve a power in their own terms to screen, freeze or seize: Wallet in Telegram, OKX Wallet and Exodus. 4 more disclose that somebody else in the stack can. Non-custodial is a marketing word until you read the terms, and there is no score here.
How many wallets on the register name gambling in their terms?
7 of the 30 crypto wallets on this register mention gambling in their binding terms. 2 prohibit it outright, 4 prohibit only illegal gambling and 1 prohibits promoting it. The other 23 say nothing about gambling in the documents read. 3 reserve a power in their own terms to screen, freeze or seize.

Where the wallet makers are placed
The wallet files record no licences, so this globe shows where each wallet’s own terms place the company behind it. Shaded by how many of the 30 wallets have a verified jurisdiction line naming the country.

3 of 30 can screen, freeze or seize under their own terms, and 7 of 30 disclose that somebody can.
The first cohort of three produced zero. Exodus reserves the right to screen users, transactions, wallet addresses and IP information against sanctions lists. Wallet in Telegram, which holds the keys, can freeze funds and block transactions. OKX’s ecosystem terms reserve a right to seize digital assets in the same document that says it cannot access them. Ledger, MetaMask, Coinbase Wallet and Bitget Wallet put the power with a third party or an unnamed classifier.
7 of 30 mention gambling in the binding terms. 2 prohibits it outright.
Wallet in Telegram lists gambling activities, including poker and betting, as strictly prohibited. 4 prohibit only illegal gambling. Bitget Wallet prohibits providing gambling information or inducing others to gamble. 23 say nothing, which is an absence in the documents and not a permission.
29 of 30 are self-custodial or say so. One is not, and its homepage says the opposite.
The Wallet in Telegram user agreement says Crypto Wallet is a custodial service that holds the private keys. The wallet.tg homepage leads on the DeFi Account and calls it self-custodial. Two products sit behind one brand, and the custody word on the homepage belongs to the smaller one.
6 of 30 cap total liability at 100 US dollars, and 14 exclude liability for all loss.
Rabby caps at the lower of fees paid or one hundred dollars, which is zero for a user who paid nothing, and writes the figure as $USD101.00 in brackets. OKX caps at fees paid. Exodus caps at one thousand dollars, and MetaMask at the fees paid, or 25,000 dollars only where none were.
The register
30 rows, filterable by chain. The columns are the questions the documents answer differently: who holds the keys, who can act on an address, what the terms say about gambling, and what you could recover. Every cell links to the evidence for that cell.
30 wallets
There is no number in the table above and there is no rank. No code audit has been read, no extension binary has been verified, and no transaction has been signed through any of these products by this register. A chain appears on a row only if a page the wallet publishes names it; a wallet may support more than it names.
Sub-service counts are counts of recorded clauses, not counts of distinct companies. They are not a score, and a wallet with more of them is not worse than a wallet with fewer.
Disclosure: we hold no commercial relationship with any of the 30 wallets on this register and have been paid nothing by any of them. There is no affiliate link anywhere in this section, and none of these companies was contacted or given notice before publication. Corrections go to the corrections page and are published with a date.
Which wallets can screen or block an address?
3 of 30 reserve the power to themselves. 4 disclose that a third party, an issuer or an unnamed classifier can. 2 state in words that they cannot freeze or reverse. A self-custodial wallet cannot move your coins on chain, but it can refuse to build a transaction, and a swap or on-ramp provider inside it can hold your funds.

The OKX case is the one to read in full. Its Web3 ecosystem terms open by saying OKX cannot initiate a transfer of, or otherwise access, your digital assets. Section 9.1 of the same terms says OKX may, at its discretion or with law enforcement, seize, restrict or close your account, fiat currency and digital assets. Both sentences govern the wallet, and the document does not say which product the seizure clause is written for.
Bitget Wallet runs both ways. It says it does not freeze or reverse, and it lists a transfer to or from an address identified as high-risk as one reason a transaction may fail, without saying who does the identifying.
What do wallet terms say about gambling?
7 of 30 mention it. Only the custodial wallet prohibits gambling itself; the self-custodial wallets that mention it prohibit illegal gambling or promoting gambling. Breaching a wallet’s terms puts access to the interface at risk, and on a custodial wallet the balance as well. The full clause, dated and linked, is on each entry.

For the cards that sit on the other side of a deposit, where the issuer can decline a gambling payment at the till, see the card register. For what a casino’s own terms do to a balance, see KYC on withdrawal. If gambling has stopped being a choice, the responsible gambling page lists the helplines.
The custody claim, and what the terms actually disclaim
29 of 30 are self-custodial by their marketing, and the binding text of most of them disclaims access to key material. Two leave the question open: Phantom’s help centre describes an enclave that holds keys for Google and Apple wallets, and Rabby’s terms say only that assets are stored locally. Bitget Wallet’s MPC product splits the key three ways and binds one share to an email account whose holder the terms do not name.

The app is not the wallet
Each wallet routes swaps, fiat purchase, staking or node access to counterparties the user never contracts with by name. Exodus names the most: its terms list more than twenty swap and on-ramp providers, and one custodial Lightning wallet where the user gives up custody by depositing.

What you could recover
The liability clause decides what the rest of the document is worth. 6 cap every claim at one hundred dollars, 14 exclude liability for all loss, and Wallet in Telegram, the only one holding keys, has no aggregate cap in the text retrieved.

One thing none of these documents tells you
Trust Wallet has been owned by Binance since 31 July 2018. Binance announced the completed acquisition itself. Neither the Trust Wallet terms of service, the privacy notice nor the About Us page mentions Binance. Both Binance sources are cited on the Trust Wallet entry.
What could not be retrieved
The legal entity behind Wallet in Telegram, which the user agreement calls Crypto Wallet Service Provider and does not name. The service provider behind OKX Wallet, which the ecosystem terms defer to supplemental agreements. Governing law for Solflare and Wallet in Telegram. Who holds the email-bound key share in Bitget Wallet. Tangem and the Binance Web3 wallet, whose terms URLs returned errors, have no entry. Absence from this register is a statement about our coverage and not about the wallet.
How a wallet gets onto this list
By having its binding document read, not by being added. An entry appears once the terms have been read, every sub-service they route a user into has been recorded with the clause, the custody claim on the marketing pages has been set against the binding text, and every quotation has been captured verbatim with its URL and the date it was read.
The same method is applied to exchanges, crypto cards and crypto casinos. The rules are at the methodology page.
