Can MetaMask block my wallet?

Not on chain. The terms state, in capitals, that MetaMask "WILL NOT STORE A BACKUP OF, NOR WILL BE ABLE TO DISCOVER OR RECOVER" the private key or secret recovery phrase. Ground (iv), use that "could be unlawful", is the one a casino deposit from a jurisdiction where online gambling is illegal would sit under. The keys stay with the user; any other wallet can load the same recovery phrase.

What can be frozen in a MetaMask wallet?

A balance in mUSD, MetaMask's own branded stablecoin.
