Binance review: the documents
This is a review of the documents Binance publishes and of the registers that should list it, not a test of the platform: no account was funded and no withdrawal was run. The binding terms name Nest Exchange Limited, Nest Clearing and Custody Limited and Nest Trading Limited (the ADGM Binance Entities) as the company you contract with, in Abu Dhabi Global Market (ADGM), United Arab Emirates. The record quotes 8 clauses across 7 topics, read 2026-09-28, from 9 sources. The one licence Binance claims was not found in an issuing authority's own register. 1 further licence it claims was not confirmed in any register. A proof of reserves is published and signed by the exchange itself, with no outside accountant named. The terms carry a clause on what happens to customer assets if the company fails, quoted below. Its terms, as read, name no gambling rule. 4 points could not be verified and are listed below.
Is my crypto safe on Binance?
Binance is a custodial exchange: coins on the account are held by the exchange, not by a key you control. What protects them is what the binding terms say about holding customer assets and about the company failing. One clause on holding customer assets is quoted below.
Ledger Segregation: NCCL segregates in the Internal Ledger it maintains its own Digital Assets from Digital Assets held for its clients (for the avoidance of doubt, the term "client" does not include NCCL, but NCCL is a trust beneficiary in respect of the assets in omnibus network addresses held on trust) by maintaining in its own Internal Ledger, separate records of: (i) the amount of Digital Assets held by it which are its own Digital Assets and positions; and (ii) the amount of Digital Assets and positions held by NCCL for each of its clients, including you.bin.bnbstatic.com
Insolvency and bankruptcy language in the terms, verbatim:
Protection on Insolvency: Your interest in assets held on trust by NCCL for you and the other trust beneficiaries under the Agreement is not the property of NCCL and benefit from applicable protections under ADGM Rules in the event of the insolvency of NCCL.bin.bnbstatic.com
Can Binance freeze my account?
Yes, by its terms. The 2 clauses are quoted as written, followed by the clause on suspending withdrawals. Grounds named in the text: its own discretion, with no reason required, a legal, regulatory or court requirement and a security event or platform incident.
Our Right. We may at any time modify or discontinue, temporarily or permanently, any portion or feature of the Binance Services. In particular, we may: (1) refuse to complete or block, cancel, or, where permitted by ADGM Rules, reverse any Transaction you have authorised; (2) terminate, suspend, or restrict your access to any or all of the Binance Services; (3) terminate, suspend, close, hold or restrict your access to any or all of your Binance Account(s); (4) refuse to transmit information or Instructions to third parties (including but not limited to third-party wallet operators); and/or (5) take whatever action we consider necessary, in each case with immediate effect and for any reasonbin.bnbstatic.com
suspend or restrict your access to your Binance Account and/or any Binance Services, with immediate effect and without prior notice;bin.bnbstatic.com
Clause 13.3.1(a): the consequence of failing to provide information Binance requests.
Binance may not process a withdrawal request if, in our reasonable opinion, we consider that ADGM Rules, other legal restrictions, or this Agreement prevent the execution of the relevant withdrawal. Binance may also suspend withdrawals at such time deemed appropriate by Binance to resolve any incidents on the Binance Platform. Once such incidents have been resolved, Binance will resume withdrawals.bin.bnbstatic.com
The documents searched name no gambling rule; the general ban on unlawful use still applies. The full reading is in section 10 of the review.
Has Binance been hacked or fined?
One matter is recorded, each from the primary source linked beside it. The descriptions are the record’s, with the date. Other events may exist that no primary source in this collection confirms, so this list is not proof that there are no others.
The Department of Justice announced that Binance Holdings Limited pleaded guilty to conspiracy to violate the Bank Secrecy Act and to fail to register as a money transmitting business, failure to register as a money transmitting business, and violating the International Emergency Economic Powers Act. Its founder and chief executive, Changpeng Zhao, pleaded guilty to causing Binance to fail to implement an effective anti-money laundering program. The Department states that Binance "agreed to pay $4.3 billion in penalties and will undertake compliance enhancement and remediation and retain an independent monitor."
Binance support and scams
The official domain in the record is binance.com. Type it yourself rather than following a link from an ad, a search result or a message, and reach support only from inside the account you signed in to there.
Real support never asks for a seed phrase or for remote access to your device. An exchange account is opened with a login, not a recovery phrase, so a request for one is a request for a wallet you hold elsewhere. A request to install a screen-sharing or remote-desktop app hands the caller your signed-in session. Either one ends the conversation.
If money has already gone, the next message offering to get it back is the commonest second loss. The FBI, the FTC, the CFTC and the UK FCA have each published warnings about it, quoted on crypto scam recovery: what is real.
What we could not verify
The gaps in this record, as the record states them. A point listed here was looked for and not confirmed; it is neither a finding for Binance nor against it.
- The FSRA licences claimed for the three ADGM entities. The FSRA public register was not loaded.
- The proof of reserves as-of date, ratio and Merkle root. The public page shows none of them without a login.
- Which Binance entity contracts with a user in a country that has Local Terms. The terms say Local Terms supplement the agreement where they apply; none were read for this entry.
- The Department of Justice case page, which was read through a search index rather than loaded directly.
