Coinbase review: licences, terms and gambling clause
Can you deposit to a casino from Coinbase?
Coinbase's terms restrict gambling without banning it outright, in Prohibited & Conditional Use Policy, prohibited activity; a deposit to a casino not licensed where you live can breach them. Its terms let it freeze or suspend an account without prior notice. 1 registration is confirmed in an issuing register. 3 points are not verified. No primary-source incident is recorded.

Disclosure: CryptoGuardz has no commercial relationship with Coinbase, earns nothing if you open an account there, and has not contacted the company or given it notice of this entry. Every statement below is either a verbatim quote from a document Coinbase publishes or a statement about a public register, and both carry the date they were read. Corrections go to the corrections page.
1. What this means for you
Consequences first, in the conditional, each one produced by a clause in a document Coinbase publishes itself. Every line links to that clause, quoted in full and dated.
- Your account can be frozen without notice if Coinbase decides it should be The suspension clause is discretionary and its list of grounds closes with a catch-all that swallows the list. The clause is quoted in full below.
- Your withdrawal can be suspended if Coinbase decides an incident on the platform requires it The withdrawal clause sets no maximum duration and no external test for when an incident is resolved.
- You are probably not covered by the authorisation you can see if you are outside the European Economic Area The confirmed authorisation is held by Coinbase Luxembourg S.A., and the entity that contracts with a user elsewhere is a different company.
- You may breach the terms if the casino you fund is unlicensed where you live Coinbase's clause covers unlawful, unregulated or illegal gambling rather than gambling as such. It is quoted in section 10.
2. What this entry records, and what it does not
This register publishes no number for an exchange. The payout score on the casino register has five defined components and a published arithmetic; no equivalent instrument exists here, and inventing one to fill the space would be a measurement nobody made. What follows instead is a field-by-field account of what was read, where it was read and when.
| Binding terms | Read in full 7 clauses captured verbatim across 7 topics, retrieved 2026-09-28 |
|---|---|
| Contracting entity | Coinbase, Inc.No jurisdiction of incorporation stated in the binding document · no company number stated |
| Registration check | 1 confirmed in the issuing authority's own registerESMA interim MiCA register, published CSV, read 2026-09-28 |
| Proof of reserves | No dataNo exchange-hosted disclosure page could be loaded by any route attempted. |
| Insolvency outcome | Stated in the terms Quoted in section 7 |
| Withdrawal test | Not measuredNo first-party deposit or withdrawal has been run against this exchange. It would require funding an account, which this register has not done. Until it has, nothing here is a measurement of how fast the exchange pays. |
| On-chain reserve verification | Not measuredNo independent reconstruction of the Merkle tree or of the exchange's wallet holdings has been attempted. |
3. What we could not verify
Every entry carries this section. The gaps are published because a reader deserves the limits of the check as well as its results.
- The state of incorporation and company number of Coinbase, Inc. Neither appears in the User Agreement.
- Any proof of reserves. coinbase.com/proof-of-reserves returned HTTP 403.
- The terms that bind a user outside the United States. Only the US User Agreement was read.
4. Who you are contracting with
The counterparty named in the binding document, not the brand on the website. This is the company a claim would be brought against and whose insolvency estate a user would be a creditor of.
| Named counterparty | Coinbase, Inc.source · retrieved 2026-09-28 |
|---|---|
| Jurisdiction of incorporation | Not disclosedNo place of incorporation is stated in the binding document read. What the document does say is in the notes below. |
| Company number | Not disclosedNo company number appears in the binding document, so the entity cannot be looked up in any companies register from that document alone. |
The document read is the United States User Agreement, last updated 22 July 2026. It opens: "This is a User Agreement between you (also referred to herein as “User,” or “customer”) and Coinbase, Inc. ("Coinbase," “we,” “us,” and “our”)." The agreement gives a New York mailing address for complaints and names Coinbase, Inc. as the entity its registered agent accepts service for. It states no state of incorporation and no company number, so both fields are recorded as not disclosed.
A user in the European Economic Area does not contract under this document. The ESMA MiCA register carries Coinbase Luxembourg S.A. as the authorised EU entity; see registrations. The EU terms were not read for this entry, so every clause below binds a US user only.
9.8. Governing Law. You and we agree that the laws of the State of California, without regard to principles of conflict of laws, will govern the Agreement and any Dispute, except to the extent governed by the Federal Arbitration Act or other applicable federal law.coinbase.com
5. Registrations, claimed and confirmed
1 of the registrations Coinbase claims was found in the issuing authority's own public register. A confirmed registration covers the entity named on it and nothing else. The confirmed MiCA authorisation is held by the Luxembourg company. It does not cover Coinbase, Inc., the counterparty in the US agreement read here.
| Authority | Kind | Confirmed | What it covers |
|---|---|---|---|
| Commission de Surveillance du Secteur Financier (CSSF), Luxembourg, crypto-asset service provider authorisation under Regulation (EU) 2023/1114 (MiCA) | authorisation | yes | Confirmed. The official ESMA interim MiCA register of authorised crypto-asset service providers, downloaded 28 September 2026, carries the row: competent authority Commission de Surveillance du Secteur Financier (CSSF), Luxembourg, entity Coinbase Luxembourg S.A., LEI 984500F14CA4571AAC11, authorisation notification date 20/06/2025, no end date. Services authorised: custody and administration of crypto-assets on behalf of clients; exchange of crypto-assets for funds; exchange of crypto-assets for other crypto-assets; execution of orders on behalf of clients; placing of crypto-assets; reception and transmission of orders; transfer services for crypto-assets on behalf of clients. Operation of a trading platform is not among the listed services. It covers Coinbase Luxembourg S.A. only. |
| European Securities and Markets Authority (MiCA register of non-compliant entities) | adverse listing | not listed | Negative check. The official ESMA register of non-compliant entities providing crypto-asset services was downloaded on 28 September 2026 and searched. The string Coinbase does not appear in it. |
6. Proof of reserves
No Coinbase-hosted proof of reserves page could be loaded. coinbase.com/proof-of-reserves returned HTTP 403 to every route tried, and the User Agreement links no proof of reserves. Recorded as no data rather than not disclosed, because a page that refused the request is not evidence that no disclosure exists.
Nothing is recorded here as a result. The field is No data rather than no, because a page that would not load is not the same as a disclosure that does not exist, and this register does not publish the two as though they were.
7. Custody, segregation and insolvency
What the binding document says about where your coins sit and what happens to them if the exchange fails, quoted rather than characterised.
2.7.4. Omnibus Accounts. In order to more securely and effectively custody assets, Coinbase may use shared blockchain addresses, controlled by Coinbase, to hold Supported Digital Assets for Digital Asset Wallets on behalf of customers and/or held on behalf of Coinbase. Although we maintain separate ledgers for users’ Coinbase Accounts and Coinbase accounts held by Coinbase for its own benefit, Coinbase shall have no obligation to create a segregated blockchain address for your Supported Digital Assets.coinbase.com
2.7.1. Ownership. Title to Supported Digital Assets shall at all times remain with you and shall not transfer to Coinbase. Notwithstanding the foregoing, title to Supported Digital Assets may be transferred to a third party pursuant to the Secured USDC terms of the Coinbase One Card in Appendix 4. All interests in Digital Assets we hold for Digital Asset Wallets are held for customers, are not property of Coinbase, and are not subject to claims of Coinbase’s creditors.coinbase.com
8. Freezing your account
1 clauses, quoted in the order they appear in the document. Read the last one first: it is the ground that swallows the others.
6.10. Suspension, Termination, and Cancellation. Coinbase may suspend, restrict, or terminate your access to any or all of the Coinbase Services, and/or deactivate or cancel your Coinbase Account(s), with immediate effect for any reason at its sole discretion and is under no obligation to disclose the details of its decision to take such action with you.coinbase.com
9. Suspending withdrawals
We reserve the right to refuse to process, or to cancel, correct, clawback, or reverse, any Digital Asset Transaction or Transfers in our sole discretion, even after funds have been debited from your account(s), in response to a subpoena, court order, or other government order; or if we suspect the transaction may: involve money laundering, terrorist financing, fraud, or any other type of financial crime; be erroneous; or relate to a Prohibited Use or a Prohibited Business as set forth in the Prohibited Use Policy.coinbase.com
10. Sending funds to a casino from Coinbase
Coinbase's terms restrict gambling only where it is unlawful, unregulated or illegal. Whether a deposit to a given casino breaches them depends on that casino's licence and on where you are.
Unlawful Gambling: Lotteries; bidding fee auctions; sports forecasting or odds making; fantasy sports leagues with cash prizes; internet gaming; contests; sweepstakes; or games of chance that are not sanctioned by a governmental body or regulatory authority.coinbase.com
The prohibition is limited to gambling "not sanctioned by a governmental body or regulatory authority". The same policy lists "Games of Skill" among the categories that need Coinbase's express written consent. The User Agreement incorporates the policy and lets Coinbase reverse or claw back a transfer it suspects relates to a Prohibited Use.
11. Which networks Coinbase withdraws USDT on
4 USDT networks listed with withdrawals enabled on 2026-09-28, including Ethereum, Polygon, Arbitrum. Tron is not among them.
Read from the public Coinbase Exchange currencies endpoint, supported_networks with status online. Tron is not among the USDT networks. For USDC the same endpoint lists 14 networks including Base, Solana and Ethereum. Source. Which DEXes operate on each of those chains is in the DEX register.
12. Amendment, liquidation, arbitration and governing law
The clauses that decide what the contract can become, what can be done to an open position, and where a dispute would be heard.
Amendment of these Terms: We may amend or modify this Agreement at any time by posting the revised agreement on the Coinbase Site and/or providing a copy to you (a “Revised Agreement”). The Revised Agreement shall be effective as of the time it is posted but will not apply retroactively. Your continued use of the Services after the posting of a Revised Agreement constitutes your acceptance of such Revised Agreement. If you do not agree with any such modification, your sole and exclusive remedy is to terminate your use of the Services and close your account (as defined below).coinbase.com
7.3. Arbitration. You agree to be bound by the Arbitration Agreement in Appendix 5 to this Agreement.coinbase.com
13. Public record
No incident is recorded for Coinbase. That is not a clean bill of health. It means no primary source, meaning a regulator action, a court filing or a company post-mortem, was retrieved within this collection. Absence of a record here is the absence of a search result.
14. Who should avoid Coinbase
Anyone outside the European Economic Area who is relying on the authorisation they can see. The confirmed authorisation is held by Coinbase Luxembourg S.A. and covers that company's clients. A user elsewhere is contracting with a different entity under different terms.
